It basically has huge control over time to the point where it basically always kills its victims and entire armies in frozen time with cutting blades that can rend spaceships. SO yeah. He be capable of cutting up hundreds of people before a neuron could fire in your head to tell you that something was up. Or at whatever paces he pleases. Sometimes he'll just kill thousands by cutting them up with his blades in under 5 minutes.
Oh yeah it can also teleport where ever and whenever it pleases. Other portrayals of the Shrike:

Oh heavens no. He's from the Hyperion Cantos, a series of novels by Dan Simmons. The first book won a Hugo Award.
Regarding the Shrike: Making copies of yourself seems kinda redundant when you can move at essentially infinite speed.
