British Antarctic territories and the Picten Islands would rank pretty low though I don't think they're technically a countires.
Any country in Africa where English is the official language (Ethiopia, Zimbabwe, etc). I'd rather live at an Antarctic research station than a country that is a military dictatorship in an almost constant state of civil war.
