Its happened twice to me. Girls are stepping up these days :D But personally i prefer to make the move, because when she makes the move, im caught of guard.

I am quite the loyal partner and I would never do something like dating two girls at once. So I'd perform a little test: I'd go to my happy place, think about each girl one at a time while I'm doing it and see the results. I'd date the girl I've enjoyed the most.

Its pretty easy to tell right off which one is more compatible and is the logical choice. For bonus points though you can floss both relationships for what they are worth until you hit the breaking point and have to decide.
By the time you get to said breaking point the choice should be pretty obvious, if its not then neither girl is worth having so continue to use them both until the situation implodes.

I would eventually know which one I liked better by sub conciously weighing the positives and negatives. I would then wait for a sign from here and then pounce.
