suddenly i cant join Xbox live it says local connection??

Cant join Xbox 360 live its says local connection, and when i go into account to buy live there isnt any memberships to choose from. I went on xbox .com to talk with the online chat support thing and it wont even let me talk to anyone, really weird. what do i do and what it going on??? im assuming my live membership has finished but i cant even get more
