It's often used as an insult. As in, "yes, you're obviously supposed to do that. You should be ashamed about even having to ask."

It seems like everbody just says it after everything they say.
Ive never met anyone that said that unless they were trying to be intentionally insulting or a smartass.
If it has to be pointed out, it's not obvious to the nub who they had to point it out to. Obviously. [spoiler] :P [/spoiler]
