I just give them my cell phone number so if I don't wanna talk to them again I can just block them. Rather than giving them my home number and then they can trace where I live.

If a girl asks for your number, give it to her. If she gives you her number (whether she puts it in your phone for you, or writes it on you) there's really no reason to give her yours, 'cause she'll get it when you call her.
If I am interested: I tell her I forgot my phone (which I usually do anyway) and take their number.
If I am not interested: I give them my friends number, and he deals with it from there.

Ah, I just realized that I read the topic wrong. I thought that the TC was asking whether or not to give the girl his number if she gave him hers.
That still doesn't make sense as far as "having control" goes. In the case as freek666 described, forgetting his phone would change nothing (as far as I can tell) if she was asking for his number, unless for some reason he did not know his own phone number.
When anyone (not just girls) asks for my number, I ask for theirs, dial it, and then hang up. That way they have my number as a missed call and it's easy to save to their phone and I have their number as a dialed call, also easy to save.
