How old do you have to be? What is the dreaded NC-17 rating? Is that 17 or above? Actually can someone just explain the American ratings to me.
In the UK we have a pretty simple one -
Uc - Universal children(babies/toddler orientated).
U - Universal (watchable by all)
PG - Parental Guidance recommended (basically universal, just a parental warning).
12A - If under 12 you must be accompanied by an adult.
12 - 12 or over only.
15 - 15 or over.
18 - 18 or over.
Scenes of a sexual nature are generally reserved for 15 +, but that makes sense because our legal age of consent is 16 not 18 like Americas.
Violenceand verbose swearing(which is obviously much better than sex lol) is reserved for 12+ generally.
Recent examples of UK ratings :
Die Hard 4.0 - 15
Simpsons - PG
Harry Potter - 12A
Shrek 3 - U
Transformers - 12A
Saw III - 18 (used as a comparison as no 18 rated films are out at the moment).

G -- General audiences (cake).
PG -- parental guidance (basically G with a "damn" thrown in there or some other reason to not give it a G)
PG-13 -- suggested for 13 or over
R -- suggested for 17 or older (adults, usually relatives, can permit entrance for those under seventeen)
NC-17 -- must be 17 or older to view
X -- well, you know the rest
