Outbreak was great, but it was full-blown Hollywood. You had Cuba Gooding Jr flying a helicopter while Dustin Hoffman jumps out of it onto a cargo ship? Hey that's fun and all, but not exactly "scary as hell".

And Ebola is pretty damn terrible but, big-picture, it isn't that bad. It generally kills so fast it doesn't spread very far.

Contagion was way scarier, more believable.

Andromeda Strain is an older movie but it is also really good. Based on one of Michael Crichton's earlier novels, probably a better adaptation than Jurassic Park or 13th Warrior was. It has aged very well despite being almost 50 years old.

I watched it when I was a kid. It was quite dark and scary for me at the time.

Deadlier, actually, as far as mortality rate goes (though I think COVID is killing a lot of people because it is so widespread).

But there's a silver lining: it kills so fast it does not spread very far once contained.
