A little known sci-fi named Gattaca had good character development, plus a great theme.

I'm gonna say Saw 1. That's before the series went big-budget and because of this they couldn't afford the gory traps they have in the sequels. Most of this movie is just two guys locked in a room trying to figure out what they have in common XD.

Plus it's just a good movie, IMO.

Street Fighter

..but seriously, if you don't mind subtitles, I recommend A Tale of Two Sisters.

The indian in One Flew over the Cuckoo's Nest shows a great deal of character development in one of the best movies ever.

One of my favorite movies! The Shawshank Redemption has good character development, though. Also a great movie.

just finished watching phone booth and must say: it was darn good, although the whole scene takes place in a booth which is rather peculiar. :|

A Clockwork Orangejealentus

Yes, A Clockwork Orange and Full Metal Jacket (both Kubrick films) deserve regard in the character development aspect. Great movies. Kubrick was a genuis in that aspect. Look at The Shining as one also.

I personally think the Alien series has good character development, especially with Ripley being the main character and everything.
