Will the 3DS be able to communicate with older DS systems?

Example say I have Pokemon SS on my DS lite, and Pokemon White on my 3DS. I wish to trade Pokemon from my SS to White using my 3DS and Lite. Will I be able too? sorry if this I'm being confusing.

I dont think so the 3DS is a brand new system its not really a ds anymore. It has updated graphics and all that stuff while the dsi just had new features but not for the games though.
