There's really not much to do against Eelektross besides attacking it with strong moves. Hindering it with status effects can help. And try leveling up a bit if you're underleveled.
I have all three Cobalion level 49, Terrakion level 45, and Virizion level 50LandRunner12
Virizion should stay away from Eelektross (Flamethrower), Drapion, and Toxicroak. Use Terrakion against Eelektross, Virizion against Seismitoad, and Cobalion against Hydreigon. Anyone that uses Ground-type moves should focus on Drapion and Toxicroak.

If Fraxure has Mold Breaker and a Ground-type move, it should not have a problem with Eelektross. The Mold Breaker ability allows it to hit regardless of Eelektross' Levitate. If you're still having difficulties with Ghetsis, then I recommend leveling up a bit.
My partners are:LVL56 Cobalion LVL51Zebristrika LVL44Emboar LVL44 Solrock LVL40Pelliper and LVL40Golduck.I cannot defeat Ghetisis even my party are strong.Example my Emboar has Techno Blast and Scald.
