start registering friends on your Wii, then make sure your friends have "mingle" status set on Miis. Took me about a week before my parade started to take off.
Well make sure you add as a reasonable amount of friends. make sure you set your miis to mingle. when the mingle icon is on your miis will travel to their parade and vice versa.
