I was waiting at a bus stop and decided to take out my DS for a little bit. I flicked the switch but nothing turnined on. I was confused as to why it wouldn't turn on because it was fully charged and I know I had not damaged it in any way. However, as soon as I went onto the bus my DS started working again. The temperature outside was below freezing and the bus had heating so it led me to this observation.

Can anyone confirm this?

It's definitely possible that the cold caused the problem. Here's the official note that references not playing in the cold:

http://www.nintendo.com.au/nintendo/health/bookDS.php

(It's under "HARDWARE PRECAUTIONS / MAINTENANCE", Number 7)

Apart from that, you can check out Ninetndo's DS troubleshooting site:

this happened to my digital camera. a lot of electronic things start stalling in cold.

just put it in your pocket for a while, then turn it on and you might just be able to get it running.

A while back in an expert gamer magazine someone sent in a letter saying that they had climbed some tall mountain and everything-including their computer GPS PSP and other stuff-had all froze and would not work.

Except for the DS.

Nintendo=anti-freeze

(or maybe not)

It's possible, the cold slows batteries down which is why some people keep unused batteries in their fridges

I've never had a problem playing in the cold.
