Well, actually it does cost money now. The Opera web browser that the Wii uses was free up until the end of June, but now it takes Wii points to download and install it from the Wii Shop Channel. I think it is either $5 or $10. After that cost, it is free.

No, if you downloaded the browser before a certain date (not sure if it was the same worldwide) it's free forever, if you failed to download it when it's free you have to pay.
