I think Nintendo said Q1 '08, but don't trust me on that cause I'm not sure of it.

It's a Wii Channel that lets you share Miis WITHOUT those stupid FCs. Also, there will be contests for celebrity look-alikes, uploading your favorite creations, and downloading all the ones you want. It looked pretty cool back at E3. Maybe sometime around when the WAVE of new peripheals come out. Zapper, Balace Board, Guitar, Track & Field mat, and the like...
