Why is the pond owner always scratching himself in Ocarina of Time ?

The owner of the fishing pond found near lake Hylia in Legend of Zelda Ocarina of time keeps scratching himself. Is there a reason why? I heard that the only reason is reference to a different family member of his that does the same thing. And in one of the dialogues when he says about why he is always scratching, he says that it's nothing really.

That's what all heroin addicts say.

This is not dark souls, I doubt there is a reason other than them wanting him to look weird.
