They had a few hours or a single day to make it. Either way, they had a very short time to create it.

I heard it was to make Mega Man "less cute" and would "appeal more to Americans" and was probably a rushed job. If you look at it, he's like holding a gun instead of it being his arm, lol.

It doesn't look like a dance, it looks like his right leg is disjointed and twisting off, LOL.

Edit: looking at the pic again it might actually be he is turning towards the viewer and his other leg is actually the one being broke off.

Some one at Capcom made it. Keiji Inafune made the comcept art for the original bosses, but Capcom already had Megaman designed for the game before he was involved, they probably based the cover art on what he was supossed to be in their minds.

Lots of NES games just had really bad box art compared to the games, especially the lesser known ones.

I always assumed they paid some guy on the street to do the cover art with only telling him "The name of the game is MegaMan and he shoots things and saves the world".

High resolution graphics...yummy. The first two covers in the MM series are among my favorite though, since they're so bad.

Capcom American felt as though the anime inspired box art used for the Japanese version of the game would not appeal to American consumers. So they hired an american artist to quickly draw some box art for the American version. You can see what the Japanese version of the original mega man a.k.a Rockman looked like HERE. Joystiq also has a collection of mega man covers from different regions that you can check out HERE.

The US version of Mega Man 9 Box art is inspired by the US Mega Man 1 box art. Here is an example of the Art for the Japanese version of Mega Man 1 & 9.

I believe former GameSpot video super-dude Tim Tracy had some kind of connection with the man who did the cover art for the original Mega Man box. I'll ask him.

I always found that to be one of the worst of all time. Pretty bad considering the NES may have been the pinnacle of terrible packaging. I mean, he's holding a gun for heaven's sake,
