I don't think that's a BEST game in PC, it all just comes down to what type of games you like to play. There are plenty of good games out there and you just have to see which one suites you. There is always a lot of games in steam and you can always check them out :)
Weird question, not something people could answer without being stupidly bias, so we can only state the games we play; and recently would be the best estimate.
For what I play? Mostly playing Divinity II and War for the Overworld. Now I'm not going to call them the "best games on P.C." but I've had a lot of fun with them, clocking hundreds of hours into both.

Is it just PC exclusive games? Is it multiplats? Well I need to know all the above before I can go any further.

Like most people before me have said i suppose it depends on what sort of games you enjoy playing. If you wanted to play the same games you played on your Xbox on your PC the games may not have the same look and feel.

Decide on your preferred genre then go check out Steam they have tonnes of games that will keep you amused for hours until your eyeballs drop out..!!! :)

but they normal rate games on which is best, through 5 stars or something like that...
Reviews are opinions, and that's it, taste differs and preference comes into question. Worth noting GS is know to give some weird opinions. Fallout 4 got a 9/10 on GS; while D00MIV (many of who agree is a better game over FO4) got a lower score, and had far more negative than positive remarks. This is also the same site that gave Bayonetta 2 a perfect 10/10 but gave game of the year 2014 to Shadow of Mordor (Assassins Creed clone meets LotR).
Lastly GS also knocked down Monster Hunter: Worlds score for being too difficult end game despite it not even having G-Rank and many consider launch World the easiest set of quests in the series history.
I could name more, but guessing you grasp the above. If you only enjoy the games Gamespot tell you what to enjoy, you'll find yourself stuck in a rut
@Peasly: I think too many follow reviews as the be all-to-end-all. And more than what GS give a 10 or 9 are remembered by Gamers over the world as masterpieces/ brilliant games.
And while I agree User reviews can show a different perspective, depending on whom, it can be even more bias than the average media-base review.
@Peasly: I never said either are bad, but you should take opinions with a grain of salt.
Not everyone who writes reviews at GS 'in my opinion' gets the point across very well, and frankly don't understand what the games appeal is. They base it on personal preference sometimes too much instead of what the target audience is for the game. While then being bias towards genres the reviewer has interest in.
And User Reviews you could get someone who's troIIing giving any game 1/10 and never touched a copy of said game. And giving 10/10 again to games they're bias towards, never mentioning game breaking flaws.
What I'm getting across is if >you< read a review and think it seems poorly written on the game in question, don't take it as the be-all-to-end-all.
Checking multiple sources is the best way to get a grasp of what a new game offers.
There is no "best" PC game, only what people prefer most. A lot of PC games are also multiplat, not sure if you're looking for exclusives or not. With that said, there are games that are received well by both professional critics and consumers alike. Below is a list of games, most released in the past few years (so not a lot of old ones), that come to mind....but really it's a terrible list because there are so, so, so many more games to be had.
