What game should I get my brother for Christmas?

Fallout 4 from those is the best IMO but only with mods, there are already some good ones that make it just better and more coming next year when mod tools arrive. If it is for console and if he isn't a Metal Gear fan then I'd actually suggest Phantom Pain, gameplay is extremely good but as an MGS fan it also left me extremely disappointed, but for newcomer I'd think it's going to be really damn good experience

Only with mods lol, Fallout 4 is such a massive game with so much stuff to do and it's time consuming enough as it is without mods so you really don't need mods to enjoy this game.
