Basically, they all join a game and take turns letting each other do whatever they have to do. Like they take turns arming and defusing the bomb until everybody gets the achievment. They are boosting because they aren't playing against an opponent who is trying to prevent them from winning, and instead is trying to lose to boost the stats of the other team.

I dont think they're doing it for boosting. It's a low way to get points but it doesn't effect anyone's enjoyment of the game.
I believe they're just going after the people who are downloading save files from the internet and getting the points that way and some of the other cheap ways of getting points.
