Is there a way to turn it on ... and keep it on? Or do you have to reset it every time you start the PS2 console?

yeah, I think you have to turn it on everytime you turn the console on, ive tried it lots of times and it never saves the feature (its probably because some games look worse with that option turned on)

I only ever put it on once. Not that it matters unless you are playing PS1 games anyway.

You have to turn it on every time, it's only for PS1 games, and it doesn't make much of a difference. If anyone has PS1 games that they want to play and make look better I'd recommend going with an emulator. They've got filters that make them look a lot better.
