io.netty channel AbstractChannel annotated ConnectException: Connection refused no further information

I made a server but when I try to join using my IP it won't let me and brings up this message "io.netty channel AbstractChannel annotated ConnectException: Connection refused no further information:" I have looked it up on every forum but it doesn't seem to be resolved. I really appreciate any help on this.

Try reinstalling Minecraft and resetting my router.

I already did that.

Make sure you've port-forwarded correctly, and that you don't have any security software (firewalls, antivirus programs, etc) set to block connections to/from Java. Read how to fix io.netty.channel.AbstractChannel$AnnotatedConnectException:Connection refused: no further information.

Sure, It worked. I also added the extra precautions so it won't happen again.
