Of course the lower the better and the exact opposite for fps.

High pings are used to cheat. For people who don't, anything under 60ms is fine.

Depend on the game. For FPS, under 110 is correct.

Mines always around 35... So if my ping is higher I'll actually have an advantage in fps? I thought it'd make the time I see a player take longer with higher ping?

It's not normal at all. You have to monitor your ping on multiple games: if it happens on more than one, then yeah it's your internet. Most likely reason is another device connected to your network and downloading something.
