Knights in the Nightmare comes to mind. Has the standard epic story, great production values and weird but awesome gameplay that Atlus games are known for. Of course, it being an Atlus game, it got zero publicity. Plus the gameplay is so different that the game is pretty polarizing. I loved it, though.
There's also Silent Hill Downpour. I bought it day one and don't regret it. The atmosphere is terrific and the story is suitably dark and mysterious without relying on the "revelation" twist that SH games are known for (where the character suddenly remembers something terrible they did but don't remember). It's not the best game in the series, but it's still a great horror game despite its flaws (frame rate, somewhat weak monster design and variety). IGN's score of a 4.5 is completely and utterly wrong.
Binary domain - Great 3rd person shooter with solid shooting mechanics.
The Saboteur - GTA style open world gameplay with plenty of side stuff to do.

Definitely Lost Odyssey for the 360, it was such a fantastic JRPG especially so early in the console's lifespan and it still holds up well today. I also felt that the Bionic Commando reboot was underrated as well. While not without some flaws I found it to be a pretty enjoyable game.

Saboteur was pretty fun. Only issue I had was that the combat felt a bit too loose. Plus the overwhelming amount of enemies on screen at any given time made it tough to survive in many situations.
Mafia 2 always comes to mind when I think of underrated games.

YES YES! (Loved Saboteur, one of my favorite 360 games)
And I'd like to add: All the Dead Rising games. I think they're magnificent. Although I do get why they don't rate higher. The time based gameplay just isn't for everyone and it never will be. But I love them... to the extent one can love an inanimate thing that cannot return that love.
I don't hear many people talk about Castlevania Chronicles. I enjoy the game alot and it is actually my second favorite classic Castlevania behind Super Castlevania IV.
Dragon's Dogma, Soul Sacrifice (dunno if this counts), State of Decay (the best zombie game evar and doesn't get enough attention) and The Wolf Among Us.
@The_Last_Ride: well three million people bought it but i think Alan Wake was very under rated. most reviewers gave it a 7 or 8 and I have read a lot of luke warm opinions about it from gamers but for me it is easily one of the games of the generation.
I forgot to mention the Wii version of Force Unleashed. It wasn't great, but it was very, very fun. It's a power trip that never really gets old.
Heroes of Might and Magic for PC.... Those games are freaking gems but didn't get much recognition.
LoTR BFME ; one of my favorite RTS but didn't hear much about it on the account I think more people wanted a hack and slash LoTR?
FF: tactics- don't ever see constant threads or posts wanting a Tactics remake yet they really stand out in the series IMO
Diablo III for console: I think most got sick of it after crappy PC version but console refined the loot system with better drops and no RMAH.
I would say Nier...but thats been getting alot of attention lately! So i would say Dead space Extraction....Singularity....and course one of my all time fav games...Catherine!! Seriously if you have not played Catherine you need to drop the Toilet paper, pull out a 20 doller bill and bust your ass over to Gamestop right FRIGGIN NOW! it really is that good.

For sure. Sometimes I think you and I are the only ones here to have played that game. Never seen anyone else anywhere on the Web ever mention it. Shame, too. Such a cool game.
@c_rakestraw: Honestly, it was my favorite game of the last generation. I loved the way the story was told, the overall melancholy atmosphere and the ridiculous gameplay. I still need to get the bonus ending with the two different characters, though, the one where you get a certain item in a hidden stage. Also, the artwork for the game is flat out gorgeous.
Two of my favorite games for my 360 were loudly and widely panned for being Arkham knockoffs- Captain America: Super Soldier and TMNT: Out of the Shadows.
Cap was an amazing beatem up with nuance and it 's story kept you running the entire game. There are some games that have these kind of nonstop, urgent stories, but then drag on for 20+ hours and it gets tiring. But with Cap, it was all over in ten hours and it was a rush.
TMNT: Out of the Shadows was absolutely RIPPED by every major review site and most of the minors(38 on Metacritic). But I thought it was a better beatem up than Arkham Origins-to date I've put nearly 3 times the amount of time into TMNT as I have in B:AO.
Tecmo's Deception (from PS1)--I like playing as the bad guy once in a while. I enjoyed laying traps and killing trespassers on this game.
Eclipse War--Currently on Beta testing. While their graphics is mediocre they have a transformation Card feature that looks interesting.
White Knight Chronicles (PSP)--I like games where I can recruit numerous npc allies.
Any open world game with vehicles and weapons which isn't GTA, all these games are unfairly labelled as 'GTA Clones' (why isn't the clone term applied to other genres?), also Mafia II, the worst part about that is the fact that the game was underrated because it wasn't like GTA because if it was, it would still be underrated. Hitman Absolution also comes to mind, people acted like it was Splinter Cell Crapviction. I'm also going to say GTA V, that games gets so much hate on the GTA Forums for unfair reasons (cash cards for example, people bash the game for having cash cards and then praise MGS4, a game where you had no choice but to pay for content in it's multiplayer).
I second that, and the aforementioned: The Saboteur, Binary Domain, Alan Wake, Sly Cooper Thieves in Time, plus: Injustice Gods Among Us, Zombi U, Dante's Inferno, Inversion, Mindjack, 3rd Birthday, Bleach 3rd Phantom...
But if I reflect sufficiently long about it, there will certainly yet be others coming to mind...
Super Mario Sunshine was a bit underrated when it first came out, but it's developed quite a cult following over the years.
If I recall Mario Sunshine actually received quite a lot of acclaim from critics upon release.
alpha protocol, condemned series, brutal legend, viva series, prey, the darkness, prince of Persia:tfs and, yes, BOTH 2worlds.
as well, i'll throw in creed1 (not for total sales) because of it's low reviews by so many and how great and innovative it becomes when you play like it was originally intended: NO HUD!
Ride I think some of the games on that list actually got a lot of public attention and marketing to boot? DA 2 was tried out by most fans of the original usually to their disappointment but was still a solid game. NGS Underground 1 & 2 , HoM&M series, DBZ Budokai and even SWTOR got solid reviews and have quite a large fan-base... I can't speak for the other games since I never tried them out but the ones I did play were quite popular when they were released and were played by most of my friends.
Duke Nukem Forever, considering it was compared to games developed a decade after it.
As we speak, Thief is definitely being underrated. It's a very good Thief game and has the best stealth system out there.
But it still came out for gen 7 and looked and played like crap tbh

Who dares to hate on NFS:UG and HoMM!! =@ And sadly marketing = exposure meaning even if the game is absolute crap if enough money's thrown behind the marketing people will pick it up. And really under-rated or over-rated what matters at the end if how many people buy the game since that influences the possibility of sequels, which is what I as a person who appreciated these games would want =] Ubisoft need to stop Ass creed games and make a new HoMM.....

It only came out when it did because of the circumstances. It wasn't released as a "modern" game. You wouldn't rate a game on Nintendo Virtual Console that came out this week against games like Assassin's Creed IV right? And no, it didn't play like crap. It was a lot of fun and more interesting than any military shooter I've played.
