I would actually say only PC. But that wouldn't seem to fit. Since you asked, if you should get it for PS3 or Xbox 360. But the PC version is 10 times better.
id go with the 360 version simply because of how bad the ps3 got it last time. upon release, the game was completely broken (although they did patch it up later to mostly run well). i never got the dlc myself, so i couldnt tell you first hand like the pre-patch release of the main game, but i hear the dlc was in just as poor shape.
I agree about waiting for the reviews to come out. I've heard that they have heard the cries of PS3 gamers and will be adddressed this time around from the start. I'm sure the PC is better choice if you're a big fan of modding but graphics wise, I'm sure it will be an even match between PS3 and Xbox...
