don't think so, as it's episodic content/expansion it uses the GTA IV disc for the entire city and the download contains all the extras + main missions.
to cut down on download size, otherwise you're looking at a 6.6 Gb download.
That's just stupid, a stand alone disc, but not stand-alone DLC? Give me a break.

As was said before, the DLC uses content from the disc as well as what the DLC added. It's an expansion, not a standalone product (the download would be huge if that was the case). The disc release has everything necessary on the disc and adds up to cost the same amount as the DLC; possibly cheaper. There's really nothing stupid about it. :?
