Tekken, now, has reached the point that most fighting franchises inevitably reach, where the latest game in the series is the best one. Each one gets more advanced and more balanced than the one before, older installments show their age with thinner movelists and now-obvious character oversights, and so on. Tekken Tag is the only older Tekken that still holds up, and even it wouldn't manage if an updated Tag game were to be developed.
Where is all the love coming from for Tekken 3? I could absolutely understand it back in 96-97, I've put in my hundreds of hours for sure along with my friends. Even so, if you go back to it after playing either of the Tekken 5s, or even just Tag, it doesn't even begin to hold up.
