When clicking on Rate from a stack, in my profile. Could be happening elsewhere as well.
3 examples :
Grid (2019) : You cannot assign a user rating anywhere.
Bridge Constructor Portal : On the game profile page, new rating design.
Halo: The Master Chief Collection : On the reviews page, under user reviews, old design.
Anyway, these are the latest i spotted, but there have been others in the last few months.
