Set your browser so that it starts on a blank page, then shut your browser down completely. Start your browser, clear the browser's cache and cookies, then shut the browser down completely. Do that twice if you're using IE. That should do it. The impression I get is that users who run into this problem usually have a browser cache configuration issue.
I'm running IE 8.0 on Windows 7 64-bit, and I don't have any problems signing out. That might be due to the fact that I ran a utility which optimizes both IE 8.0 and my network settings, however.
If things are all running smoothly for you then you're in luck, but there are a lot of those "utilities" out there, and a lot of them are junk. IE is a frequent victim of these "utilities" and winds up with goofed up settings. That's my theory at least, given how often IE cache configurations seem to get trashed for no good reason.
