Question about disruptive posting.

Hi there mods, I recently came towards this guy:

He obviously tries to start flames. But his tone can hardly be taken seriously. Still, he seems to answer people only to start arguments. Is this kind of activity enough to flag somebody for "disruptive posting"? Just of future reference.
