Ryan Davis ( the writer of the GameSpot review) is a liar. This game is great, and it's a must for any Dragon Ball fan.

To start off with, the story mode is pretty good. You can get about a week and of normal playthrough (assuming you sleep) from story mode alone. The only problem with the story mode is that it is poorly told. However, if you know the story, it won't leave you disappointed.
You play from the start of Dragon Ball Z to the end of GT. If you're one of the 3 people like me who like Dragon Ball, the story mode will disappoint you, but it'll make up for it later with the ability to fight as a Dragon Ball character such as Kid Goku or Grandpa Gohan. That been said, all other Dragon Ball fans will enjoy the story.
The bonus modes (such as the tenkaichi budokai tournament itself, or crazy "what if" story lines) are fun and rewarding, giving you money, or things to make new characters with. Fusion allows you to create new characters, and you can equip Z-items to level up your character. This game also presents a large cast of characters from all parts of the Dragon Ball series.
There is only one downside to the game, and that is that the story mode is poorly told by text boxes and cutscenes. It was NOT smart to smush a 300 and something episode anime into about 20 one-paragraph text boxes and poorly done, blocky cutscenes.
All-in-all, it's a well done game with some minor errors. You'll definitely like the game more if you are a fan of the Dragon Ball franchise, because the poorly told story mode will leave newcomers confused.
