I don't know if it's because there aren't many games like it (originality) but I thought City Crisis was fun. It's definitely bare boned. At the start there's only the practice mode and 2 mission modes. The technical graphics are very similar to PS1 graphics (definitely a lot of aliasing and shimmering) but the city environments are actually pretty well designed and varied. (I've seen plenty of newer games that have uglier/plainer designs.)
It won't take long to beat but it's fun to pull out once in a while to just replay a level or two; kind of like an arcade game. Each stage is only a few minutes long. This game is dirt cheap now and I think it's worth it. Disregard the games listed in the similar games section. City Crisis is not like any of those, it's not a flight sim, treat it as an arcade game.
