Xbox Exec Clarifies Comments About DLC Exclusivity and More

Xbox executive Phil Spencer has spoken out to clarify some comments he made earlier about how the video game industry can grow in the future.

In 2015, Spencer said he wanted that year's E3 show to focus more on Microsoft's own franchises and expanding them. Asked on Twitter recently if this is still Microsoft's directive, Spencer said it is. He cited things like EA Access, Fallout mods, the Game Preview program, and cross-play between Xbox One and PC that are things that "move gaming forward," and in some cases are only available on Xbox.

"Our [first-party] IP should do the same," Spencer said, referencing efforts that push gaming forward.

He went on to say the continued support for Halo 5, particularly its Forge mode, is an example of Microsoft continuing to invest in and grow its own franchises.

As for what Spencer doesn't want to do, he said, "Paying marketing funds so another console's base can't play a piece of content doesn't feel like growth."

This might sound like a dig at Sony's timed-exclusivity deal with Activision for Call of Duty and Destiny DLC, but Spencer doesn't see it that way. "People getting worked up on this," he said when someone suggested he was being hypocritical. "Never said Xbox has never done this, not calling out others, just not practice I like, that's it."

Microsoft has its own co-marketing deals, too, one of which is with Ubisoft for The Division DLC.

@Lord_Sesshy: But the thing is....you don't see a Sony representative saying things like "paying marketing funds so another console's base can't play a piece of content doesn't feel like growth" either. They just do things. They don't really make a bunch of comments about their third party deals...nor do they bitch about deals that they don't have. Sony reps never made a fuss about The Division DLC or Battlefield 1 DLC being Xbox exclusive.

Why is that? Let me tell you...it's because they don't care. They do their own thing.

(And I know so no worries. I love a good discussion)

@louixiii: They may be doing their own thing but they sure have been making a lot of bad decisions lately. And you're right, they don't care. They just want their money from all the exclusive deals and screw their costumers or other players on different consoles.

I'm not sure how Xbox would respond if they were winning but at least they seem to come out and say what they think is right for the gamers. Phil sure has done a lot for the Xbox community at least.

Well just have to wait and see what Phil does later on when more deals come up. One deal (The Division DLC) really doesn't express his decisions all that much. And for me one month isn't that big of a deal. For me, as a fan of Destiny, one year exclusivity is way way worse (two years this time with The Taken King).

@Lord_Sesshy: I agree. I think that they prematurely released The Pro. And while you might think that they screw consumers over...you have to look at the other side of things. Unlike the competition..they've actually listened to the consumer and it shows. If anything...they try a little too hard to cater to everyone which led to The Pro being released early.

As for Phil...I haven't seen anything special come from his reign as acting president. He pissed people off with the Tomb Raider deal. He brags about having the "biggest year in gaming history" yet failed to deliver. He shoots down the idea of third party exclusivity deals yet secretly support them. He announces a bunch of games late 2015 to only announce that nearly all of them were getting delayed starting with Scalebound in January. Granted...no one is perfect but he's a piece of work.

It sounds like he is talking on a personal level. Phil doesn't make all the decisions for Xbox, even if he is the "head".

But, yeah, I don't think this should be said. Microsoft (and Phil) should stop commenting on every single issue this generation. The company is far from perfect, and it comes off hypocritical.

And you're right...which is why I pointed it out. It is very hypocritical. I just hope they get things together before Scorpio launches because this is getting ridiculous. If this continues...MS's console division might as well change its name to Sega lol

Much like the president, Phil's decisions aren't the only say. There is much more that goes into huge companies than one person making the decisions for a whole company.

It is never JUST Phil Spencer. Not backwards compatibility, not exclusive deals, not project scorpio. However, he does have a distinct influence, and things have improved under his guidance.

The thing is, you are going to have people that say that Phil Spencer is the greatest, but you are also going to have the opposing side that still brings up things from 4 years ago in an argument against Xbox. It's whatever really, I argue for the fun of it, but I don't care if they think Phil is the worst or the best.

He should just play his role and do a better job of bring back the brand. If anything, they need even more exclusive deals which mean they need to share the wealth a little more especially to the Japanese market xD Though they're more casual gamers, anything would help at this point. Sony owns both the American, UK and Japanese console market respectively. At this point of the game, it's not even Playstation Nation anymore...it's Playstation Global xD

Well I don't know if Microsoft is really invested in the Japanese market anymore. I think they've pretty much come to accept the fact that Sony and Nintendo have that on lock. Although not having America in the pocket is pretty difficult for them I bet.

They still are doing better sales wise than they did that generation, so that is something.

I really think that Microsoft doesn't need exclusivity deals but they do need more first party studios (something I'm sure you've said before). There third party games are pretty good sometimes, but it would be nice to have some great new (or renewed) IP's. Did you know that Microsoft Studios owns over 120 franchises and properties? Why don't we see some more of those games instead of relying on their 3-4 heavy hitters?

@doctor_mg: I think they need both. The PS4's success is a combination of stronger hardware, a lot of exclusive third party support with strong 1st party support.

Once Scorpio releases, it'll have the hardware advantage but without strong third and 1st party support, it's game over.

And I can definitely believe that they own a lot of franchises but they've also closed down quite a few studios this past year. Plus, talented Studios isn't exactly easy to find. Sony lucked up with Naughty Dog, Sucker Punch and Insomniac. Even though Insomniac is sort of freelance, their biggest franchise created is Sony owned.

Microsoft needs to pay FROM to release another Otogi game. A new Gun Valkyrie would be nice. A new Battle Toads or Banjo would be nice too. Microsoft doesn't have the vision in my opinion. It's so much they could do but without an imagination to take advantage of their resources...they're not going to succeed

Yeah, it was a shame that Microsoft lost Bungie. Although, that is likely because Microsoft almost forces their studios to work on the same projects over and over.

A new Battletoads would be cool, but I would hope they make it 2-D side scroller. Personally, if they started bringing out Conker and got a few more deals with Bioware (Jade Empire 2) things would improve alot for them.

Yeah, Insomniac is technically third party. They've done well with Ratchet and Clank, but I wish that they'd make a sequel to Sunset Overdrive. That game was really fun.

I really think that the PS4 winning has less to do with hardware than the other two factors you mentioned (and of course Microsofts terrible 2013 E3 reveal, and the "bandwagon" effect). This is the first generation in 25 years that has had the most powerful console sell the most.

@doctor_mg: Yeah. Even Hideki Kamiya complained in a interview about how MS do things. They put the pressure on and practically have a guy looking over your shoulder all the time. He didn't say it in those words but anyone with a shred of common sense could read between the lines.

If Sunset gets a sequel (because it didn't sell too well), it'll be across multiple platforms.

And yeah...what were they thinking? Their E3 2013 presentation had to have been the worse E3 is history xD

@louixiii: Its the shareholders that ultimately get to influence the final decision and unfortunately, shareholders like money. Its one thing for Phil to express a personal dislike for the practice but its not entirely up to him as to what Microsoft does, there are many people above Phil's position.

@louixiii: That's another thing I was wondering. You say he's a hypocrite for the whole Division DLC thing but maybe he had to do that to make the higher ups happy. Cause if they aren't happy I'm sure Phil could get fired. He's done a lot of good there and getting fired would be bad for everyone.

@louixiii: It would only be good for everyone if his opinion really wouldn't change regardless. He really does seem to care about us gamers from all the things he has done so far. Not everything is perfect but still, you can tell when someone cares vs. someone who doesn't. Like Xbox's last executive....

But all in all it's a good thing Xbox is in 2nd place because they have had to do some really good things to try and catch up. If Sony was in 2nd I'm not sure if they would have done the same as Xbox is right now. Sony sure is being greedy but that may be because they are in 1st and have the money to not care.

This is talking about DLC exclusivity like all the preorder garbage for things like Destiny, or the month long DLC deals Activision has with either console maker

To be fair to Phil, he came in well after the 360 and One initial pitches were done. Maybe he couldn't have stopped any other deals, but he hasn't made any new ones

It took a couple years of mismanagement by Don Mattrick (and a couple dozen million sales lost/missed) to "inspire" a course correction, but now we're approaching the 3rd year of MS doing the right thing for gamers thanks to Phil & team.

Timed exclusivity deals are one of the worst trends Microsoft pioneered last-gen.

Now it's just biting them in the ass because Sony can get these deals for much cheaper due to the install base gap, while it costs MS a lot more to keep developers from not selling their DLC to the much bigger PS4 user-base.

@buginthesystem: That's something they've done already. Quantum Break and Ryse are on Steam right now. They may lose a little profit to Valve taking their cut but they lose a lot more money keeping games W10+Windows Store exclusive. Why should I trust their Windows Store when Games For Windows Live was such a trainwreck? And I'm sure as hell not going to upgrade to their data gathering, forced updating, operating system. Especially after the horror stories of them shoving the upgrade down people's throats and W10 just bricking people's computers.

I understand not wanting to use the Windows 10 store, but you can't expect them to put their games on other operating systems. Even Quantum Break and Ryse were Windows exclusive even though they were on Steam.

The Windows OS is basically their platform. You wouldn't really expect Sony to sell their games on other OS's either, you know?
