Xbox Boss Confirms More Steam Releases Coming, Discusses PC Struggles

Appearing on GameSpot sister site Giant Bomb's E3 livestream tonight, Xbox boss Phil Spencer talked about Microsoft's efforts in the PC gaming space. He started off by discussing one of PC gaming's biggest players, Steam, and how Microsoft will release more of its games on it.

"I look at Steam today, it's on an incredible growth trajectory. It's a massive force in gaming; a positive force. I think it will be bigger a year from now than it is today. And five years later it will still be bigger again," he said. "I look at Valve as an important [independent software vendor] for us on Windows. They are a critical part of gaming's success on Windows. I don't think Valve's hurt by not having our first-party games in their store right now. They're doing incredible well. We will ship games on Steam again."

Also in the interview, Spencer stressed that, while Microsoft will put some of its future games on Steam (he didn't say which ones), he is also committed to further building out Microsoft's own Xbox store on PC. "I want to build a store; there's no doubt about that," he said.

Microsoft's PC game releases on the Windows Store haven't all gone too well, Spencer admitted.

"They all haven't gone swimmingly. Some of them have gone well," he explained. "Forza 6 Apex did well. Quantum Break wasn't our best PC release. Killer Instinct did well on PC. Gears of War Ultimate Edition was OK--we definitely learned there."

Speaking generally about Steam, Spencer added, "There's going to be areas where we cooperate and there's going to be areas where we compete. The end result is better for gamers."

Some Microsoft-published games on Steam include Age of Empires II HD and Ori and the Blind Forest. One game that's not there is Quantum Break--Valve isn't missing out, Spencer said. "I think they're doing fine without Quantum Break in their store," he explained.

Additionally, Spencer addressed some of the concerns people, including Epic Games founder Tim Sweeney, have about Microsoft's Universal Windows Platform.

"There's still definitely concern that UWP and our store are somehow linked in a way that is nefarious. It's not," he stated.

Sweeney previously accused Microsoft of monopolizing PC development with the Universal Windows Platform. In the interview tonight, Spencer said he is on good terms with Sweeney, calling him a close friend and someone he speaks with frequently.

One other interesting thing to note from the interview was that Spencer revealed he demonstrated the new, more powerful Xbox Scorpio console to Valve higher-ups.

i never understand the "why bother to try to compete with...." (in this case steam) statements.

why did windows ever try to compete with ms-dos?

why did steam ever try to compete with actual stores?

why did any isp ever try to compete with america online??

why did sony and microsoft ever try to compete with nintendo in the console market?

why did blizzard ever make world of warcraft when everquest had ruled the mmo world for 5 years?

obviously competing with a major player doesn't guarantee success, but honestly competition for steam does actually benefit us gamers.. uplay and origin give away free games to try to get people to try their service, that's good for people that want free games.. wouldn't surprise me at all if microsoft does the very same thing with the windows store.

plus valve is going to try harder to make sure they keep their share of the market, which is good for us gamers.

@wanderz: problem with windows store competition is exclusivity and windows 10 only. They also need to make their keys available to other online key stores like greenmangaming, gog, gamersgate etc..

Well he's not wrong- Valve aren't really hurt by not having some Microsoft games on Steam, Microsoft are. They're artificially limiting their potential client base in (yet another) attempt to push their own proprietary platform which actually has even more DRM than Steam, not to mention the other limitations on modding for example. So far it looks like GFWL 2.0.

Not exactly a great way to attract more customers to your platform, even EA learned that lesson with Origin.

@Aqua10: right now it's not as much about pushing their own platform as it is about unifying Xbox and PC players. With Play Anywhere program and mouse/keyboard support coming to X1, it looks like M$ are trying to turn Xbox into a service rather than a box, a good decision if you ask me. At this point, they can't compete with Sony directly, too much is already lost, but if they make PC gaming a part of Xbox ecosystem (and vice versa), both platforms will benefit from that. Well, that's if they manage to fix all the issues, Tomb Raider made it easy to compare UWP performance to regular release and even with Denuvo (which impacts performance much more than any DRM should) in Steam version the comparison didn't look good for UWP.

But all in all, it's all about long-term strategy than immediate profits, so no Steam for now.

@igorphoenix: The idea isn't necessarily bad, but the implementation leaves much to be desired. The Win10 only limitation, performance impact and problems with mod support aren't exactly enticing for PC gamers. Meanwhile, the added value seems to be primarily for owners of both a gaming PC and an Xbox, it seems to me they're aiming at a pretty niche audience.

Quantum Break not doing well on the PC? Who would have thunk it?! Who'd want that UWP DRM crap where your files are locked and other nastiness, plus games run worse there. Just dump your games on Steam/GOG. Bethesda and other folks do that, and I don't hear them complaining about profits for the PC.

well thats just funny, this is only going to end in 2 ways, either all the games will end up on steam because its profitable (which it will probably be) or they wont and MS will try to be the opponents of valve if they think enough people will buy the games. the problem is people changing to windows 10 than anything else, alot of people dont like that MS have access to private files allowing them to pry into your private life.

The W10 store is in its infancy. I think that MS is setting a great tone by putting their Xbox games on the W10 store. They need to work on optimization and they gotta make their own sort of platform. I think they're doing that already. But eventually, the value of cross buy and cross platform play will make itself known, and MS will carve out a solid niche for themselves.

Optimization needs to happen first.

lol They can't compete with Steam with only exclusives. The fact that they are not offering the same features or more than Steam makes their "app" relegated to an alternative source of the same ilk as Uplay or Origin (they are just game launchers, there is nothing as a PC gamer that makes me want to linger there). The restrictive nature of UWP makes their store even less appealing. Why the fck would i want a restrictive console gaming experience on PC?

I've tried Forza Apex Beta and honestly i don't know what the fuss was all about, maybe because i have played too much Assetto Corsa/Project cars and expected an actual driving simulation...already uninstalled. And for fck sake, they should allow users to choose on which drive they want to install their games(that should be common sense for devs on PC). I have a 500gb Samsung 850 and 256 gb Eco2 Mushkin SSDs and i prefer to install games which can greatly benefits from faster loading times on them (Forza isn't one of them). The rest of the games go to my two 3tb mechanical drives. But their mobile app store doesn't allow me to do that among other things.

Well, at least they have been receptive to suggestions. I hope they will continue to listen this time around or they will end up with the GFWL fate. PC and console gamers don't have the same mindset when it comes to gaming environment. If they don't get that, they are destined to fail again.

If I'm on the fence about a game and it's only on the Windows Store and not on Steam, then I'll probably jump on to the side of not buying it (I'm looking at you Quantum Break). ReCore sounds really interesting though, if it turns out to be as good as it looks, I will bite the bullet.

@Thanatos2k: considering they do have a game that while playing single player you must have an internet connection to play, and can actually lag out and get disconnected while playing single player, it wouldn't surprise me at all if they made a single player game require battle.net as well.

Im not advocating monopolies but i cant understand why these companies like EA,ubisoft and microsoft think they can compete with valve. Do they really think people want to install extra software on their PC's to play the 2 games a year they release which will never drop past 30% when they go on sale? The sad part is its the gamers who suffer as a result of their greed.

@jonnybrownieboy: GOG is the only real competition for Steam. Its legit for gamers since it offers a different value to its games than Steam. Origin, Uplay and Windows Store are just bad clones of Steam. There is no benefit for gamers that would them set apart from Steam. Overall they are even worse. The only ones benefitting from these obsolete platforms are the shareholders of publishers.

ask sony why they ever bothered making a console when nintendo and sega were so well established.

steam exists because they dared to challenge the normal method of buying games from a store... and yes people said the same things about steam, "why install extra software..."

as for the "never drop past 30%" they have 50% off and more sales frequently, and also give away games... there is currently an "up to 75% off sale" on origin. uplay has also had sales of up to 90% off and given away games.

PC gaming has been struggling for years it's time to lay this dog to rest.Fact is XOne exclusives won't save PC gaming so microsoft needs to leave the best exclusives in gaming on the Xbox.They have never done good on PC they tried with Gears of War and Halo both did terrible in sales not reaching a million combine.While on the Xbox platform they did millions on top of millions.There is no need to fool with steam since steam has to pretty much give their games away for a few bucks to get people to buy them

@Thanatos2k: Really fascinating actually, whatever the OP is talking about is absolute bullshit, but it's interesting now that PC games are now on things like ipads and surface pro's. Meaning any hardware level can play certain games.

But how well do the AAA exclusives sell on PC? Are they equal to the console sales? More, a lot more? With the PC player base at 900 million on PC (according to said article) why do people bother with consoles at all?

The reason AAA games don't sell as much as on consoles is for this very reason.

There's hundreds of games released on PC every month and there's only so much money to go around.

Until consoles aren't starved of games AAA games will always sell well on them.
