Xbox Boss Confirms More Steam Releases Coming, Discusses PC Struggles

Appearing on GameSpot sister site Giant Bomb's E3 livestream tonight, Xbox boss Phil Spencer talked about Microsoft's efforts in the PC gaming space. He started off by discussing one of PC gaming's biggest players, Steam, and how Microsoft will release more of its games on it.

"I look at Steam today, it's on an incredible growth trajectory. It's a massive force in gaming; a positive force. I think it will be bigger a year from now than it is today. And five years later it will still be bigger again," he said. "I look at Valve as an important [independent software vendor] for us on Windows. They are a critical part of gaming's success on Windows. I don't think Valve's hurt by not having our first-party games in their store right now. They're doing incredible well. We will ship games on Steam again."

Also in the interview, Spencer stressed that, while Microsoft will put some of its future games on Steam (he didn't say which ones), he is also committed to further building out Microsoft's own Xbox store on PC. "I want to build a store; there's no doubt about that," he said.

Microsoft's PC game releases on the Windows Store haven't all gone too well, Spencer admitted.

"They all haven't gone swimmingly. Some of them have gone well," he explained. "Forza 6 Apex did well. Quantum Break wasn't our best PC release. Killer Instinct did well on PC. Gears of War Ultimate Edition was OK--we definitely learned there."

Speaking generally about Steam, Spencer added, "There's going to be areas where we cooperate and there's going to be areas where we compete. The end result is better for gamers."

Some Microsoft-published games on Steam include Age of Empires II HD and Ori and the Blind Forest. One game that's not there is Quantum Break--Valve isn't missing out, Spencer said. "I think they're doing fine without Quantum Break in their store," he explained.

Additionally, Spencer addressed some of the concerns people, including Epic Games founder Tim Sweeney, have about Microsoft's Universal Windows Platform.

"There's still definitely concern that UWP and our store are somehow linked in a way that is nefarious. It's not," he stated.

Sweeney previously accused Microsoft of monopolizing PC development with the Universal Windows Platform. In the interview tonight, Spencer said he is on good terms with Sweeney, calling him a close friend and someone he speaks with frequently.

One other interesting thing to note from the interview was that Spencer revealed he demonstrated the new, more powerful Xbox Scorpio console to Valve higher-ups.

Sometimes it's a better business strategy to just thrown in the towel and admit defeat. Windows 10 was a failure. You can admit that, and stop with the "Oh yeah? Well 100 million people installed it!". Yeah, I know, I installed it, and then I uninstalled it since it was junk. They have the numbers, which is why they won't give "active users", since it's much much lower. So Microsoft, just give it up. Release your games on Steam only and you get money, lots of money.

@DragonessAthena: Steam metrics basically call your claim complete bunk. A majority of steam users are actively using Windows 10 including myself. Good luck running DirectX 12 games on your ancient SW.

Nutshell, we're not going to release our exclusive on a competing platform, for obvious reasons. Come on now, the way the UWP is if they released their exclusives on Steam UWP would die that very day. I am not a fan of steam but MS are pure suits, regardless of Phil intentions, he literally has to bow to the suits above, when they wanted to monetize gaming and strip users of their consumer rights they built Xbox One and set up it's original outlay, who the hell did you think was a part of that Phil and everyone else still under Xbox brand.

No Phil is just another personality in jeans and a blazer, he's not Steve Jobs and can come out talking as if he owns the company. MS are keen on turning everything into a service, so if you think Xbox is not part of that idea then you are sorely mistaken. MS released W10 but it's digital only, there are no physical discs versions of that, coupe of years ago they started Office 365 as a service, sounds good and convenient but really now, you're paying for word processing per year. Only time will tell before they come at you with an all digital solution and glittery words about convenience. A world where you don't own anything and rent everything, no thanks that is no world I'd like to live in. Rich get richer and the middle class and lower get taken for a ride their entire lives.

I'm still baffled with the whole Xbox One S, what's the point of that announcement if 18 months later it will be obsolete? Waste of resources? Or was this the intended design of the Xbox One but manufacturing was rushed and left us with the mighty 80's looking VCR.. Was there any real reason for the Xbox One redesign at all? It runs quiet and everyone who has one has no actual complaints, you don't carry it anywhere so the size wasn't really a complaint beyond looking hulking next to a PS4. 4K upscaling sounds good but if the original output isn't detailed enough it's going to look like crap, HDR lighting sounds great, but developers will have to program that in after the fact so only games supporting that will be a few MS titles, 3rd party players probably won't add it if it's not necessarily going to increase margins, extra effort for no return is a waste.

MS screwed up by putting exclusives on PC because face it they have no face in PC gaming and what they did have Pc players hate with a passion, new and curious Pc players won't know of the madness of GFWL and the theft of service once it went down your games went down with it. Far be it from me to trust a company that doesn't seem to care enough about gaming to talk so smug about gaming and for gamers. Prior to launch it was TV this, locked in digital distribution that and once they started getting outsold handily then came the change of heart, well apparent change but look UWP shows up with the same digital only scheme as Xbox One original plans, anyone find a physical release for any W10 exclusive game around? MS is also good at dropping support for OS's and forcing you to move up to the next one whether you like it or not.

Don't trust Sony either but so far they aren't pushing the BS yet, but I'll be out of there real quick. Gaming is starting to look like a money tree to many publishers and maximizing their intake by any means possible is their mantra, just like at Xbox One reveal EA was all over that anti consumer idea with gusto, so it's only a matter of time. It's hard to take these guys seriously as they deny things and say they aren't giving away their exclusives to Pc, then lo and behold they did just that and to make it look enticing, if you bought the Xbox version you automatically get the PC one for free, so you're giving me a copy of the Xbox One game that simply runs on the PC at a higher resolution. Wonder why those UWP games come with so many issues, they are literally repackaged Xbox One games. They are probably being emulated which is why requirements are obscenely high to get similar Xbox One results.

Both major consoles are already PCs; moving the Xbox platform to fully embrace "being a PC" w/Win10, native DirectX, shared clients, etc. is the right move. Actually makes life WAY easier for developers, since all their development is essentially variations of the same platform.

He's right about something valve won't hurt if they don't release a game on steam, it's them that will hurt by cutting their sales. I usually don't buy games not on steam, I just love steam's convenience.

Say what you want about MS, I think Phil Spencer's the right guy for the Xbox division. They just need to work on their E3 presentations and do a bit like Sony did. I like their Play Anywhere thing, though. I didn't expect so many games would come to PC. Even if I think Sony's future lineup seems better, I think it's great move by MS.

You should consider GOG.com. It's in my opinion a much better digital distribution system for games than Steam! It cares about gamers and treats them with more respect than Steam does. Too bad not many of these industry players see it this way.

@HappyBB: Absolutely! GOG.com is DRM free so you actually own the game, and should always be everyone's first choice.

Ori: Definitive Edition is on there too.

Regarding the Windows store, besides the DRM, my being unclear about install limits...you also can't move installs from one PC to another like you can with GOG.com, and even Steam and Origin. I tend to use one PC to download stuff and back it up, and then move it to the one I'm going to play on, which I use out of the house and don't want to be downloading multiple GB on...

@sickko: The only people installing and playing any of those games you mention out of the windows 10 store are the people who bought them on xbox and got the free copy to install on their win10 pc. Or a complete dolt who was dumb enough to buy anything through that giant pile of shit that is the win10 store.

So is anyone "happy" that we get all those games? No. No one cares except the xbox fanbois who happen to have a PC that can play them and don't know any better than to not use that garbage store.

@mikemurphy80: I bought Tomb Raider on PC through the Windows 10 store by using a VPN into Ukraine and bought it at 25% of it's MSRP. The store itself is pretty pants, but it has it's uses.

Steam is only doing well because its forced on us and been round longer. If I had the choice I would prefer the old way and install using dvd with out any 3rd party gaming clients.

Meh, PC gamers hate Microsoft. And they always will. Doesn't matter what MS does so just do whatever you are going to do and forget about trying to win PC gamers over with rational talk. @bdrtfm: My problem with windows store isn't with its state, its with what MS is trying to accomplish with it, complete monopoly. And if we are talking about common sense then it should be common sense that distributors offer more satisfying deals to consumers, not jack up the prices and expect the consumers to be thankful they even exist, only a shameless sheep would support such practice. If you think its "common sense" to have your own store to sell your own product then you my friend have lots to learn about trade, if you use proprietary means to distribute your product then you will never succeed as a corporation, think of it this way, if japan only sold PlayStation in japan the brand would not be as popular as it is today.

@Dark_sageX: That's funny considering Steam was a monopoly for years and they seemed to do fine. Microsoft is not trying to be a monopoly. You are not a monopoly by selling your own product in your own store. A monopoly is selling an entire industries product in one store i.e. they would have to sell every game ever made in their store and be the only store on the planet to sell video games. That will never be the case. Do you get angry when you have to go to a Chevy dealership to buy a new Chevy truck? Do you think it's wrong that you can't buy a new Chevy truck at a Ford dealership? I'm sure once they get their store running as good as Steam and GOG they will have more games selling in other stores. Right now they are using their own store more to get people to try the store and to test it and make it better. In the end, they have a right to sell their product where they want just like you have the right not to buy that product.

@bdrtfm: If Steam was running a monopoly then why is it that I can buy Keys from places other than the steam store? why didn't they lock their service on steamOS when they had the chance? in order for it to be a monopoly they would have to both dominate the market AND make it restrictive in order to bottleneck competitors, steam isn't stopping developers (to my knowledge) from distributing their games via other platforms, MS on the other hand does, you can't get Gears of War on Mac PCs for example, because MS will not allow it, you can't gain access to game codes, because MS will not allow it, you can't buy Keys for UWP games, because again MS will not allow it, and the reason they are doing this is to control the PC market, and screw consumers over, they even tried to push developers into leaving open platform and to make their games exclusive to UWP, and trust me, they are not doing this for the gamers, so don't trust Spencer, he is an MS representative, he will ONLY say good things about MS, thats what he is payed to do.

@bdrtfm: The whole point of the UWP is to force devs to utilize it if they want their games to play on the MS operating system AT ALL. That's the end game. MS tells you, a dev, that if you want to run and sell your game on OUR OS then you have to utilize UWP. And UWP ONLY works through the W10 store/platform. Its not that way today, but thats where it is headed and what MS wants.

Why do you think Valve started the SteamOS/Steam machine initiative? Because Gaben saw this coming when the windows store in Windows 8 was revealed. Thats why they are pushing hard to provide a good and stable platform on another OS base besides windows. Thats also the point of Vulkan, to provide a direct x alternative that works on other platforms like linux to make it easier for devs to make their games work there.

If you can't even look at a chess board and see how the game is currently how will you ever be able to see where its going?

@bdrtfm: It is sensible to sell at your own store , but their store is a train wreck, it creates a bunch of random conflicts with other programs, blocks use of things like v-sync and proper full-screen mode... but more importantly it seriously limits the number of sales any of their games will make so it's in their best interest, and the interest of their developers, to allow more flexibility with where the games are sold. Pretty sure they all require Windows 10 for inexplicable reasons as well... their store is a mess, bring it up to a proper standard before you refuse to sell elsewhere, or watch their developers suffer low sales. The MS store does a lot more to try and control the game experience compared to their competition, it's not all blind fanboy hatred that's giving it a bad name.

@nl_skipper: I understand that. I never said people didn't have reasons to not like the store. I said people won't like it regardless of what they do or say. The store is still in its infancy. Growing pains are expected. Steam wasn't perfect at launch and I remember millions screaming bloody murder and that they would never soil their PC's with that POS Steam. Yet look where it is now. There are some people who hate anything and everything Microsoft. Even if they make the store perfect, there will still be people who will refuse to use it and spew hatred about it because: Microsoft. But you can't expect a company who has its own store to sell its product through other stores at a 30% loss in revenue. If you want to play the game then you have to buy it in their store. I'm sure they have a plan. If that plan ultimately fails then they'll drop it and put their games on Steam and/or GOG. But you can't fault them for trying to do what any company would do. If they fail that is their problem.

@Moonco: Phil has been the best thing to happen to Xbox and is now releasing Xbox exclusives on PC, yeah the ports aren't perfect but how is this it a bad thing getting Xbox exclusives, he's no doubt behind Scorpio as well which is a great idea.

Part of the reason for MS releasing X1 games on PC is to combat SteamOS, so they can't release their games on Steam, would be like releasing them on PS4.

@motopram:As a die hard PC gamer I can say there's nothing to combat with the steam OS. Steam machines released, and honestly I haven't heard a thing about them since. Most PC gamers are in my boat. I have roughly 1300 games total on steam (having it 9 years, and hitting every sale will do that), roughly 350 of those games will play on a steam machine due to them using Linux as the base for their steam OS. There is no way in hell I would buy a steam machine, or use Steam OS, and purposely lose access to 900 of my games.

I REALLY wanted a steam machine, I wanted to love valve for getting into the hardware business, but I simply cannot support an OS that restricts what I can play so much.
