Pokemon Scarlet and Violet's first DLC, The Teal Mask, has been released, taking players to Kitakami, a rural area. This new adventure is part of a special school field trip a teacher from another school is taking you on. There is a new Pokedex for this region and plenty of new creatures to catch, but you can snag a fan favorite Sinnoh starter early on as long as you talk to a nearby NPC.

Jacq can be found behind some trees just outside Mossui Town.

Once you reach the first town, Mossui, you will be sent out to find three billboards in the surrounding area, teaching you about the local history. Before heading to your objective head east of town and look behind some trees off the nearby path to find a familiar NPC, your homeroom teacher Jacq. Jacq had initially told you he wasn't coming, but if you talk with him you will share a picnic together, at the end of which he'll give you an egg.

Jacq can be found behind some trees and is a bit tricky to spot, since he doesn't load in until you approach the area.

You'll need to spend some time running around with the egg in your party to get it to hatch, revealing that it contains one of the three starting Pokemon from the Sinnoh region, Piplup, Turtwig, or Chimchar. Which Pokemon you get appears to be completely random, with Reddit users reporting that the game version doesn't seem to impact which Pokemon you get.

Since it's random, you can technically reset your game if you don't get the one you want, but keep in mind that you will need to save prior to getting the egg, since the Pokemon inside is determined when you receive the egg and not when it hatches. The Sinnoh starters don't appear in the Kitakami Pokedex, so these Pokemon won't be found in the wild.
