According to a report released by the Federal Trade Commission, the video game industry has been cooperative in limiting the marketing and availability of violent material to children. The government report said that game publishers have done a commendable job of limiting ads for violent games in teen publications and of clearly disclosing the game ratings. However, teens are still able to seek out such material. The study found that 70 percent of retail outlets continue to sell M-rated games to underage customers.

"There has been almost no progress by any of the three industries in improving their self-regulatory efforts to increase retail-level compliance by, for example, requiring identification or parental permission for sales to children," the FTC report states.

The Entertainment Software Ratings Board is responsible for setting specific ratings for video games.
