Destiny 2 Is Back After A Day Of Server Issues
Looks like you'll have to wait to visit Xur until Bungie sorts things out.
Update 4: Bungie says the issues with Destiny 2's servers have been fixed, and players can log in normally to both Destiny 2 and Destiny 1. The developer issued the update on Twitter Friday night, after server issues made it tough to log in or play the game for most of the day. At this time, Destiny 2 services are back online. Players can now log in normally on all platforms and we expect no further service interruptions.

Update 3: Destiny 2 is down for maintenance at least until 7 p.m. Pacific, and it might be down even longer. Bungie tweeted that it's currently working on a fix for server issues that have plagued the game all day, but instituting it caused the developer to remove all players from the game.
From the sounds of things, getting the server issue fixed won't bring the game back to normal right away. Bungie also tweeted that it'll institute server queues following the current maintenance to slow the flow of players back into the game.
We are currently projecting downtime to last through 7 PM Pacific, with possibility of extension as we apply this fix.

Once downtime has ended, queues will be in place to slowly allow players back in to Destiny 2.

Update 2: Servers might be back online for Destiny 2, but that doesn't mean you can play it. Bungie says it has identified the problem creating server issues and connection errors that players have been experiencing all day, but fixing it is going to mean some downtime.

We have a fix that required us to take Destiny fully offline for maintenance, and we are working to bring services back online as soon as possible. Stand by for updates.
The developer noted previously on Twitter that it was temporarily removing all players from both Destiny 2 and Destiny 1, and nobody will be able to play for at least a short while after that.
As we continue our investigations, we will be temporarily removing players from Destiny 1 and 2.

While servers came back online earlier in the day, there were still plenty of problems. Connection errors continually bounced people out of the game, while server queues made it tough to get back in. It seems at least now Bungie has the problem in-hand--we'll keep an eye out for more information on when Destiny 2 might be back at full strength.
Update: Destiny 2 is back online after the outage that lasted most of the day. Servers are back online for all the PS4, PC, Xbox One, and Stadia versions of the game, although it appears Destiny 1 is still down, at least on PS4. Bungie says it's still looking into the problems, so expect to potentially face some issues while logging in.

Destiny 2 is currently completely down, with players unable to login to the game from the title screen from PC, PlayStation 4, Xbox One, or Stadia. Bungie says it's working on the issue, but it looks like both Destiny and Destiny 2 have been down for a couple of hours, with no end in sight.
Right now, trying to start up Destiny 2 leads to a screen that reads, "Servers offline. Destiny 2 is currently unavailable. Watch help.bungie.net or @BungieHelp for updates as we work to restore service."
Bungie hasn't offered much in the way of updates on Twitter, however. The latest tweet from the @BungieHelp account says that the developer is still working on the issue, but doesn't give any information as to what might be wrong or how long it's going to take.
