If I get New guy, that starts everyone out up one rank, does that mean they will miss out on the Iron Will bonus, which adds Will on leveling?

No, you get the Iron will bonus.
The same thing applies to soldiers you get as reward, they instantly level up from rookie to whatever rank you get them as. This is why they are better choices than engineers and cash late game, as they make better psykers with their higher willpower.
Iron will does not take effect retroactively, as in if you get New guy before Iron will, you won't get any bonus. Your veterans will sadly retain their "vanilla" stats throughout the game, which is why you want to replace them with high willpower soldiers if possible.

Ty! But wait, does that mean I shouldnt get New Guy before Iron will? Or does it not matter if Im going to bring in new soldiers anyway?

New guy is still worth it, since your soldiers get +10 base Aim when being assigned a class, which is huge. Rookies literally can't shoot to save their lives.
