Also, X-Com generates the Abduction missions a few days before they actually show up. The game will check for uncovered nations at the time of the check and generate locations if the proper conditions apply. If you launch a satellite over one of the threatened nations between generation and the mission actually taking place, the Abduction still spawns.
On the other hand, you can still find the aliens flying Abductor ships or even landing them without your satellites noticing them when they approach Earth.

After the council report you will no longer get abductions in territories that you have launched satellites.
I fairly certain it's specifically territories where you launched satellites, and not territories where satellites are active.
For instance, if you launch a satellite the day before a council report, you instantly get a panic reduction, and the following day you will receive the credits and bonuses from that new territory. However, the satellite won't actually go online and detect anything in that territory until 3-5 days after it's launched. So you won't detect flying or landed ufos in that territory until the satellite goes online. This will halt the possibility of that territory being an option for abduction missions though.
If you launch a satellite, for whatever reason, at the beginning of the month. Then it will still have the possibility of being an option for abduction mission even after the satellite becomes active, and you may haved to shoot down and/or infiltrate ufos in that territory as well. Until the next council report, then the territory will no longer be an option for abductions.
Abduction missions will cease once there is only one territory left as an option for abduction missions after a council. Report. So as long as there are two territories left uncovered, abduction missions will continue. Ideally both on the same continent, otherwise panic will spread throughout the continent you don't go to, even territories with satellite coverage. I try to leave 3 territories uncovered (ideally in europe) so I have more options for rewards.
Terror missions can happen anywhere, anytime. Regardless of satellite coverage.
