After reaching the required Rank, Marcus can buy and learn the following skills at the armory in the precinct.

DeBug Mode

Pause the game, and go the the Map screen, Hold the L trigger, and the R trigger. quickly let go of the triggers, tap Right on the D-pad, and pull the R trigger and the L trigger again, and finally tap Left on the D-pad. If done correctly, when you press Left, the game should enter DeBug mode, allowing you to change most of the games settings, including...[Infinite Healt, Infinite Ammo, All Weapons, All Trunk Ammo, ETC.]
