How does the game decide who are the contenders for a particular title?

For example, I have total of 7 divas across two brands. The divas title is shared between the two brands. And only 5 divas are on the contender list. What gives?

Some titles only show the top 5 contenders. Who is on the list and where they are on the list can change weekly depending on who won and lost the previous week.
