Cant buy fan axxess from japan why?

I live in japan and bought an XBOX360 in Japan and WWE 13 U.S. version it came with the online axxess code I tried to put it in and it tells me I cant >_< someone please help me!!
It also says that Im not online when Im actually online it tells me im online in japanese so...??

xbox 360 games are region locked. you need to get an japanese copy of WWE13 for it to work on your japanese xbox.
