It's to make the story a little bit more interesting. Besides it's a little bit better to shoot at the bad guys...

Well, in a war game such as this, there needs to be multiple teams to fight against each other. Instead of say "red team" and "blue team", this game uses US vs USSR.
Now one technique (that I'll call "lazy man's balance") to ensure equality for the multiple factions is to have each unit use 100% identical statistics, and each side has access to all the units of the game.
This way, if a US light tank fights a USSR light tank, then the winner will be the one who fires the first shot, or best uses his power(s)...
