More like a mix of Commandos and Diablo than Dawn of War.

Dawn of War II is not your average RTS, mainly because it doesn't feel like an RTS. You don't have a base, and you don't build units. Instead, you have a couple of squads consisting of a few soldiers each, that specializes in different things. One might be good in close combat, another is better at range, a third is better at stealth and so on. This makes it stand out somewhat among many other RTS's, but unfortunately not all for good.

The campaign is pretty simple and requires little thought or strategy, other than "this unit might be better here, and this one might be better here" and "clustered enemies + grenades = win".
The missions themselves are so-so, and mostly involve killing a bunch of enemies in the way and then defeating a boss at the end, or defending an area against a constant onslaught. That's not say say it's bad, just not very inspiring.

The graphics and sound is pretty good, but seeing as it uses the same engine as Company of Heroes that is hardly surprising. Explosions and gunfire all pack a punch, although the voice acting feels rather cheesy a lot of the time.

The best part of the game actually has nothing to do with RTS at all, and seems taken straight out of a classic hack'n'slash RPG. You can level up your squads to improve their stats, and find lots of loot to equip them with, making them more efficient in combat. The looting and levelling system becomes rather addictive, and is what really drives you to complete the campaign.

While it is disappointing that Dawn of War II goes so far away from it's roots, it's still an enjoyable experience overall once you get over the fact that it is more action RPG than strategy.
