How did they address it? Simple, they actually didn't make it tactical :).
Seriously though, I haven't played it, but I doubt it's "tactical" in the way a lot of people use that term. I guess that term is different now than it was in the past, but it's unlikely that the game is tactical in the way that the old tactical shooters were, like Rainbow Six or SWAT.
