So they are complaining about delay on controls, then why not use emulator like they used in Jurassic Park Megabit? They can't say they want to play on real hardware, because obviously they didn't last time.
I am feeling nostalgic so here's some useless info about upscaling and stuff...
Regarding upscaling and "game mode" and such. If you use a separate upscaler, putting the TV into some kind of game mode probably won't do anything. The lag or delay is happening at the upscaler, especially if it's a cheap or low end one. I believe the problem is mainly in deinterlacing, as there are many different ways to do it and depending on the quality it can be an intensive processing task.
In the days when more people were getting HDTVs but little HD content was out there, specialty companies put out fancy upscalers.. I stupidly purchased one, I say stupidly because I barely used it and it was about $1000 :). It actually had an optional addon module installed for the sole purpose of doing high speed de-interlacing, basically for games.
You can probably find these for dirt cheap now as they are outdated and useless to most people. There were a bunch but the only name I can recall was the DVDO iScan series, and I think they were made by a company called Anchor Bay Technologies. However, because they are old you may encounter weird HDMI compatibility issues. I tried using mine as just a passthru HDMI switch and some consoles just refused to work through it.

I doubt that. Twitch Play's indecision will not go down well with this game's emphasis on reflexes and timing.
