It is in the sewers of downtown LA. Look for a blue door (that you can't normally open). After you rescue Barabus, Gary should mention it in the phone call conversation. I believe that causes it to automatically unlock.

It's one of the rooms at the Nosferatu warrens (the place where you meet Gary). The one with the mailbox near the door.
