Cordelia's report is just a cutscene, not a playable mission.

There are 5 Special Reports that actually have battles in them: Largo's Passion, Signs of Awakening, What Lies Beyond Hate, War Without Weapons, and Flowers of the Battlefield. The other reports are cutscene/dialogue only.
