Why Won't Game Start?

I installed and played TCNY and when I tried to play it another time, a dialog box stated that there was a problem while closing the game and asked if I wanted to start in Safe Mode. Selecting either Yes or No took me to the game intro screen with the option to Play, Configure, Quit. If i select Play it goes straight to a typical Windows shut-down box. If i select Configure, it automatically takes my settings to zero upon opening and I cannot change the screen settings and the details bar can be slid to the right. Even without changes, upon hitting play, the shut-down box appears and the program won't open. I need help...
